In April 2025, the Polish Senate passed a law significantly amending the conditions for foreign nationals to obtain student visas. Signed by President Andrzej Duda, the new regulations will soon come into effect. The primary goal is to curb abuses of the visa system and ensure that individuals come to Poland solely for educational purposes rather than for work or relocation to other EU countries.

Key Changes to Student Visa Regulations
One of the most notable new requirements is proof of language proficiency. Every foreign student applying to a Polish university must now provide evidence that their command of the language of instruction—either Polish or English—is at least at the B2 level. Applications lacking this certification will be rejected. This measure is designed to ensure students can fully engage in their studies.
Another important adjustment is the imposition of a foreign student quota. Educational institutions are limited to admitting foreign students who make up no more than 50% of their total student body. If the ratio exceeds this threshold, universities will be prohibited from enrolling new foreign students until the balance is restored.
Universities are also required to maintain detailed registries of foreign students. These records must include personal data such as PESEL numbers (if available), identification numbers, country of birth, enrollment details, and whether the student holds a Polish student card. This information will be shared with the Ministry of Foreign Affairs and Polish consulates.
Additionally, universities must promptly inform the relevant Polish consulate if a student holding a visa fails to commence their studies. This provision aims to facilitate the swift cancellation of visas issued under false pretenses.
Furthermore, the student visa’s use is now strictly limited to educational purposes. It can no longer serve as a convenient way to reside legally in Poland or travel within the Schengen Area. Any employment or other activities will require separate authorization.

These new regulations will impact both foreign students and educational institutions. Students must prepare language certifications in advance and exercise greater care when selecting universities.
