The UK government has announced a sweeping overhaul of its immigration policy, introducing higher English language and education requirements for foreign workers in a bid to curb rising net migration. The move is widely seen as Prime Minister Keir Starmer and the Labour government’s response to growing domestic pressure over immigration levels.
Unveiled on Monday, the new “Immigration White Paper” outlines measures to reduce the UK’s reliance on overseas labor and prioritize migrants who contribute significantly to the national economy. Under the proposed reforms, individuals seeking skilled worker visas must now meet stricter educational standards, effectively limiting entry for low-skilled workers.
“Our new immigration rules will reduce dependence on overseas recruitment and focus on those who genuinely strengthen the British economy,” said Starmer. “This is central to our mission for change—supporting working people and delivering growth.”
10-Year Residency Requirement for Settlement
One of the key reforms will end the automatic right to settle or apply for citizenship after five years of residence in the UK. Instead, migrants must reside in the country for at least ten years and demonstrate meaningful and sustained contributions to society and the economy before they can apply for permanent status.
The new framework aims to favor highly skilled individuals who follow immigration rules and play a vital role in sectors such as healthcare, engineering, and artificial intelligence. Nurses, doctors, engineers, and AI specialists are among those expected to benefit from the revised system.
Tougher English Proficiency Standards
The government is also raising English language requirements across all immigration pathways. Applicants seeking visa extensions will now need to pass the A2-level English test. For those applying for permanent residency, the more advanced B2 test will be required. The B2 standard assesses the ability to understand complex texts on abstract and concrete topics and to engage in spontaneous and fluent conversations.
Education-Based Visas Under Scrutiny
In addition to labor migration changes, the government will tighten scrutiny of student visas. Authorities plan to crack down on abuse of the student route by individuals who enter the UK under the guise of education but later overstay or seek asylum. The former Conservative government had already introduced restrictions last year, including limiting the ability of international students to bring dependents.
According to a statement released by the Home Office, the current immigration system is “failing” and must be reformed. The new policies will require employers to provide evidence of labor shortages and commit to training local workers if they wish to sponsor low-skilled migrants. Only industries facing proven, critical skill shortages tied to national strategic priorities will be allowed to hire low-skilled foreign labor on a limited-term basis.
The measures mark one of the most significant shifts in UK immigration policy in recent years, reflecting the Labour government’s attempt to balance economic needs with growing public demands for stronger border control.
