Vietnam’s 10-Year Golden Visa Plan

Vietnam has announced an ambitious new “Golden Visa” program designed to boost its tourism and investment industries over the next decade. The initiative aims to draw long-term visitors, foreign investors, and skilled professionals—particularly targeting talent from India—to strengthen the country’s economic growth and enhance its position as a competitive player in the Southeast Asian region, according to a report by The Indian Times.

From Short-Term Tourism to Sustainable Growth

The Golden Visa plan is a key component of Vietnam’s broader vision to transform itself from a destination known primarily for short-term travel into a sustainable tourism and international cooperation hub. By offering renewable, long-term residence permits, the government hopes to foster deeper cultural exchanges and economic partnerships with global talent and capital. This strategy reflects Vietnam’s efforts to diversify its economic drivers and reduce reliance on transient visitors.

Dual Visa Categories for Investors and Talent

The program proposes two principal visa types, both designed to encourage long-term engagement with the Vietnamese economy:

Investor Visa: This category grants a 10-year residency permit to individuals who invest a specified amount in the country. Investors maintaining their commitments for at least five years may become eligible to apply for permanent residency, signaling Vietnam’s openness to sustained foreign capital inflows.

Talent Visa: Targeting high-level professionals in priority growth sectors, the talent visa will feature simplified renewal procedures to help retain skilled workers. This approach aims to address talent shortages and stimulate innovation within emerging industries crucial to Vietnam’s economic future.

Pilot Rollout in Key Economic and Tourism Hubs

Vietnam plans to pilot the Golden Visa program in major urban and tourist centers including Ho Chi Minh City, Hanoi, Da Nang, and the resort island of Phu Quoc. These areas are favored by expatriates due to their reputation for safety, affordability, and availability of international schools, healthcare facilities, and a wide range of housing options. The pilot will allow the government to fine-tune operational procedures and gather feedback from stakeholders before potential nationwide expansion.

Digital Facilitation via Expanded E-Visa Systems

Currently, Vietnam’s e-visa platform supports travel and short-term business visas, but authorities intend to extend this digital infrastructure to encompass the Golden Visa program. Streamlining the application and approval process through online portals is expected to reduce bureaucratic hurdles and improve processing times, making it easier for applicants to obtain and renew their long-term residency permits.

Strategic Implications for Vietnam’s Growth

The Golden Visa initiative is more than a residency scheme; it is a strategic move positioning Vietnam as a magnet for international investment and talent in a competitive regional landscape. As the global economy recovers from pandemic disruptions and border restrictions ease, countries across Southeast Asia are ramping up efforts to attract foreign expertise and capital. Vietnam’s program offers a compelling proposition: a combination of traditional cultural richness alongside modern amenities and infrastructure.

By enabling longer stays and simplifying pathways to permanent residency, the program seeks to cultivate a stable base of foreign professionals and investors who contribute not only financially but also through knowledge transfer, innovation, and cross-cultural engagement.

Vietnam’s Golden Visa plan reflects a growing recognition that economic resilience and growth increasingly depend on integrating global talent and investment.
