1. Conditions for passport replacement: The old passport is about to expire or can no longer be used normally.

(5) Other materials required by the exit/entry administration department of the public security organ under the local people’s government at the provincial level upon approval by the exit/entry administration department of the Ministry of Public Security.
(6) When applying for ordinary passports, servicemen in active service shall, after going through the procedures for approval in accordance with their administrative authority, submit the application to the Exit and Entry Administration authority of the public security organ of the local people’s government at or above the county level in the garrison of their respective units.
